The Paso del Norte region
is the area along the Rio Grande from Elephant Butte Reservoir in southern
New Mexico to the confluence of the Rio Conchos and Rio Grande. The region
is a desert with scarce water resources and contains several rapidly growing
communities. This project is an effort to assess region-wide, bi-national
water use, to enable the development of an economic development strategy
and workplan to optimize the region's limited water resources.

The project was undertaken
by the Center for Environmental Resource Management at the University
of Texas at El Paso, in partnership with reseachers from other univerities
and entities responsible for regional water planning and management. Funding
for this project was provided, in part, by the U. S. Department of Commerce's
Economic Development Administration (EDA). The statements, findings, conclusions,
