The Paso del Norte region is the area along the Rio Grande from Elephant Butte Reservoir in southern New Mexico to the confluence of the Rio Conchos and Rio Grande. The region is a desert with scarce water resources and contains several rapidly growing communities. This project is an effort to assess region-wide, bi-national water use, to enable the development of an economic development strategy and workplan to optimize the region's limited water resources.
