This is the legal document that profiles the rights and regulations of web domain. It is called the Digital Millennium copyright act and is currently a bill waiting approval from the president. It was submitted January 27, 1998 and was intended to amend title 17 of the US code, the World Intellectual Property Organization Copyright Treaty and Performances and Phonograms Treaty. As of 1999 the bill was still in Congress.
