The Honorable Gerónimo Gutiérrez, ambassador of Mexico to the United States, will speak at 4 p.m. Thursday, Nov. 16, 2017 at The University of Texas at El Paso as part of the University’s Centennial Lecture Series. The lecture, titled “U.S.-Mexico Relations at a Crossroads,” will take place in the Undergraduate Learning Center, room 106.

Prior to his January 2017 appointment by President Enrique Peña Nieto as Ambassador of Mexico to the United States, Ambassador Gutiérrez served as Managing Director of the North American Development Bank (NADB) headquartered in San Antonio, Texas.

Under his leadership, NADB grew its loan portfolio at an average annual rate of 32 percent and placed several successful bond issues in the U.S. and European markets, while maintaining a strong financial position.

Ambassador Gutiérrez also served previously under four presidents in several prominent Mexican federal government positions in the areas of trade, finance, diplomacy and national security. In 2009-10, he served as Deputy Secretary at the Secretaría de Gobernación, where he was responsible for identifying threats to Mexico’s democratic governance and national security. Between 2006 and 2009, he served as Under Secretary for Latin America and the Caribbean in the Secretaría de Relaciones Exteriores. In that capacity, and following a period of strained relations, Gutiérrez was responsible for normalizing Mexico-Cuba and Mexico-Venezuela diplomatic relations. As Under Secretary for North America, from 2003 to 2006, he coordinated day-to-day trilateral and bilateral affairs with the United States and Canada, and supervised the operations of more than 50 Mexican Consular offices in the region.

Gutiérrez holds both a B.A. in economics and political science from the Instituto Tecnológico Autónomo de México (ITAM) and an MPA from Harvard’s John F. Kennedy School of Government, as a Fulbright-Garcia Robles Scholar.
