Number 1:  The Chapter will be responsible for renewing its charter with SHRM each year.  Upon notification by the SHRM, the chapter will submit the Chapter Advisor Report Form.

Number 2:  The Chapter's national dues are set by the SHRM.  The local dues shall be paid to the Treasurer.

Number 3:  A copy of the Chapter's constitution shall be provided for each of the selected officers, as well as the Faculty Advisor.  The constitution will be reviewed annually to insure that it is in keeping with the needs and activities of the Chapter.

Number 4:  The Executive Committee shall determine the number, location and time of meetings.  Members shall be notified of the meetings.

Number 5:  Since many paid members and potential members of the Chapter may hold jobs, programs in any semester shall include both daytime scheduled times.  Also, programs scheduled on Monday, Wednesday, or Friday shall alternate with some regularity with those scheduled on Tuesday or Thursday.

Number 6:  Officers must maintain at least a 2.0 GPA during his/her term in office.  Officers must be enrolled in a minimum of 6 hours.

Number 7:  Duties of Officers:

President - The President's duties shall be to: (1) preside at meetings, (2)to appoint all special committees, (3) to be chairperson of the Executive Committee, (4) serve as liaison to maintain contact with the SHRM office, the local EPSHRM professional Chapter, and with other SHRM professional members as well as with the UTEP administration.

Vice President - the Vice President shall perform the duties of the president in the president's absence. In the event of vacancy of the president for any reason, the Vice President, with the Approval of the Executive Committee, shall succeed to the Presidency.

Secretary - the Secretary shall keep all records, except financial, handle written correspondence, and perform such other related duties as the President delegates, and prepare a written report of each meeting which will be read a the next meeting.

Treasurer - the Treasurer shall collect all Student Chapter funds and deposit them into an account on behalf of the University's Student Chapter of the SHRM.  Make all necessary expenditures when authorized by the President and/or the faculty Advisor(s), keep financial records, submit a written financial report to the Chapter at the last regular meeting of each semester, and perform such related duties as the President shall delegate.  The Faculty Advisor and the Treasurer shall be co-signatories on the account.                      

Number 8:  Committees:  The director of Fund Raising Activities shall perform the duties of creating and coordinating ideas to facilitate the advancement of SHRM.  The Director shall abide by rules and regulations of the University stated in Section 3-102, subchapter 3-100, chapter III under Student Organizations.

There shall be the following standing committees:  The Executive Committee, the Program Committee, the Publicity/recruitment committee, and the Newsletter Committee.

The Executive Committee shall decide on the policies of the group, as well as aid and advise the President in the duties of the office.

The Program Committee's duties shall be to arrange programs for the Chapter and such other related duties as the President shall delegate.

The Publicity/Recruitment Committee's duties shall be to actively publicize the Chapter for the purpose of recruitment of all eligible persons desiring to join the Chapter and other related duties as the President shall delegate.

The Newsletter Committee's duties shall be to write, publish, and distribute a newsletter pertaining to Chapter information, activities, meetings, and web page.  When a Chapter publishes a newsletter, it shall be the responsibility of this Committee to gather and edit this newsletter material.  One copy shall be sent by the Committee to the SHRM.

All committees shall be formed by nomination and election of chairpersons if there are individuals who wish to be candidates, or they shall be formed by appointment of chairpersons by the Chapter President, with the approval of the Board.

Should any committee, for whatever reason, fail to perform above said duties, the Executive Committee shall act in the committee's stead.

Number 9.  Bylaws may be added or amended by a majority, vote of the members present after proper notification of the paid membership.

 PETITION FOR STUDENT CHAPTER CHARTER

TO THE BOARD OF DIRECTORS SOCIETY FOR

                              HUMAN RESOURCE MANAGEMENT                                                 

In accordance with the authorization and instructions of the membership of this organization, this petition for its Chapter as a Student Chapter of the Society for Human Resource Management is hereby submitted by its officers, as undersigned for the consideration of the Society's Executive Committee.

We believe that the affiliation requested will be of mutual benefit to both organizations in the study of Human Resource Management.  We acknowledge that our membership will, if the requested charter is granted, conform to the rules and Bylaws of the Society, uphold its aims and objectives and make every effort to build and strengthen it through the medium of participation in its activities and  individual and group membership in the same.

The official name of the organization is:

CONSTITUTION OF THE UNIVERSITY OF TEXAS AT EL PASO STUDENT CHAPTER OF THE SOCIETY FOR HUMAN RESOURCES

MANAGEMENT

ARTICLE I - IDENTIFICATION

Section 1:  Name.  The name of the organization shall be the University of Texas at El Paso Student Chapter of the Society for Human Resources Management.

Section 2:  National Affiliation.  University of Texas at El Paso Student Chapter of the Society for Human Resources Management, hereinafter referred to as the chapter, shall be affiliated with the Society for Human Resource Management, hereinafter referred to as SHRM.

ARTICLE II - PURPOSES

Section 1:  The purpose of the chapter shall be as follows:

   a:  To acquaint students considering a future in HW or labor relations with these fields.

   b:  To keep students up-to-date on new developments in the field of Human Resource Management.

   c:  To develop a nucleus of HRM professionals.

   d:  To encourage adherence to the Code of Ethics of The Society for Human Resource Management.

To achieve these purposes, there shall be no discrimination to individual membership or chapter affiliations because of race, religion, sex, age, or national origin.

ARTICLE III - MEMBERSHIP

Section 1: Notice of the time and place of each meeting shall be served not less than seven(7) or more than fourteen(14) days before the meeting.

Section 2:  Five (5) voting members present at any meeting shall constitute a quorum.  Such quorum may, by majority vote of the members present transact any business which may properly be brought before the meeting, except as otherwise indicated in these Bylaws.  A meeting may be adjourned or recessed by majority vote of the members present whether or not a quorum is present.

Section 3:  At all meetings of the members, the President of if absent, the Vice President, shall preside as Chairperson.  In the absence of said officers, the Chairperson shall be elected by a majority of the members present.

Section 4:  Every regular member of the chapter in good standing shall be entitled to one Note on any matter to the chapters' business to be acted upon vote of the membership.

 

ARTICLE V - ELECTIONS AND BALLOTING

Section 1:  Elections of officers shall be completed by April 30, by the chapter at the end of the academic year.  Officers shall be elected and inducted by the end of the spring term.

Section 2:  Each officer shall be elected on the basis of plurality of votes cast for that office.  In the event of a tie vote, successive balloting shall be conducted until one candidate receives a plurality.

Section 3:  All elected officers shall be expected to hold their office and faithfully to discharge its duties until the end of the academic year.  However, in the event that an officer in unable to complete his/her term of office, a new election shall be held to fill that office as soon is conveniently possible for the chapter.

 

ARTICLE VI - OFFICERS

Section 1:  The Executive Committee shall be President, Vice President, Vice President of Merit, Secretary, Treasurer, Director of Fundraising Activities, and Faculty Advisor.  Officers will have one vote each.

Section 2:  Chapter officers shall be elected once a year during the end of the spring term.  Any officer that cannot hold office for any reason will be replaced through the election process.

 

ARTICLE VII - DUTIES OF OFFICERS

Section 1:  The President's duties shall be to:  (1) preside at meetings, (2) to appoint all special committees, (3) to be chairperson of the Executive Committe, (4) serve as liaison to maintain contact with the SHRM office, the local SHRM professional chapter, and with other SHRM professional members as well as with the UTEP administration.

ARTICLE VIII- FACULTY ADVISOR

Section 1:  The administration of the school shall appoint a Faculty Advisor(s) who will be the personal representative of the administration.

Section 2:  The advisor will serve for at least one full semester, shall attend the meetings of the Chapter, and shall advise the group of matters under consideration.

Section 3:  The Faculty Advisor shall act as an advisory member of the Executive Committee and shall be responsible for the continuity of records and other property of the Chapter.

Section 4:  Additional faculty members may be asked to join with the Faculty Advisor wherever the tasks involved make it feasible to have additional faculty representation for special projects or events.

Section 5:  The Faculty Advisor shall be the official contact with the SHRM.

Section 6:  The Faculty Advisor, along with the newly elected Chapter Officers, shall constitute the Executive Committee.

 

ARTICLE IX - RECORDS

Section 1:  The records of the Chapter shall consist of a minutes book, membership records, financial records, and a publicity scrapbook, as well as any other records as the Chapter deem necessary.

 

ARTICLE X -  PARLIAMENTARY PROCEDURE

Section 1:  All parliamentary procedure shall be governed by Robert's Rules of Order unless otherwise specified.

 

ARTICLE XI - AMENDMENTS

Section 1:  This constitution, together with its bylaws, shall constitute the operating basis of the organization.

Section 2:  This constitution may be amended by a majority vote of the members present with proper notification having first been given to the entire paid membership

 

THE UNIVERSITY OF TEXAS AT EL PASO STUDENT CHAPTER OF THE SOCIETY OF HUMAN RESOURCE MANAGEMENT STUDENT FEES

 The following membership options are available to students:

OPTION 1: Basic Membership - Students may join the student organization for fifteen dollars per semester (Spring & Fall).  These funds are used to promote SHRM activities such as seminars, chapter meetings, guest speakers, and university and/or community service events.  This membership option is required of all members.  The student chapter also receives financial support from the El Paso SHRM organization through sponsorship of students to regional and/or state conferences and through donations to our general fund.  Student fund-raising events provide additional resources to support our chapter activities.

OPTION 2:  National Membership - All members are encouraged to join the national SHRm organization which represents the interest of over 170,000 professional and 10,000 student members around the world.  Membership provides information resources, networking opportunities, scholarships applications, and eligibility for national awards.  Cost is $35.00 per year.  All members are encouraged to join as national members (not required) due to the Merit Award process we conduct each year.  This is a standardized evaluation conducted by the national student organization.  They recognize student chapters for various levels of performance including honorable mention, merit, and superior merit.

OPTION 3:  International Membership - A $55.00 per year fee is required for students to join this membership level.   It includes membership in both the national SHRM and the Institute for International Human Resources (IIHR).  This membership level is entirely optional to each student depending on his or her interest in the international area of HR.
