Patricia Riggs, MBA/UTEP (Tigua), Indigenous Consultant is a citizen of the Ysleta del Sur Pueblo (YDSP). She served as the YDSP Director of Economic Development (2007-2014) and advanced the YDSP’s economic development strategic goals, secured financial resources, infrastructure, and economic and policy. Under her direction, YDSP was a recipient of a Harvard Project Honoring Nations award. In 2022, she was awarded a La Semilla Food Center 2022 Chihuahuan Desert Cultural Fellowship.
Patricia also served as the YDSP Court Administrator (1995-2001), where she developed legal codes and established the YDSP Court system. Patricia also has professional experience developing health programs and policy for underserved communities. As an independent Indigenous consultant (2002-2020), she has advised multiple Native Nations and assisted organizations such as the Harvard Project on American Indian Economic Development, Native Nations Institute, Tribal Law and Policy institute, and the National Congress for American Indians. Patricia is dedicated to the sacred connection of the Tigua people to land and ceremony. She is an ardent participant of Tigua traditional doings and the cultural life of the Pueblo.
