Senior Coordinator for Economic Development
Mr. Dalby comes to UTEP with more than twenty-five years of career experience in economic development. He has successfully helped a variety of business enterprises scale up and respond to growth challenges and his prior clients and collaborators include defense contractors, manufacturers, transportation and logistics firms, information technology enterprises, as well as business and personal services companies. Mr. Dalby led efforts to gain federal and state funding for multiple economic development projects, including military facilities, community infrastructure, workforce training centers, and career and technical education funding. He has also served as an intelligence officer and as a USAF Academy instructor. Mr. Dalby is a native of Stephenville, Texas, and is a graduate of the USAF Academy. He has an MA from the University of Nebraska-Lincoln.
Tracy Aldaco Huhn is a Senior Coordinator at UTEP. Her responsibilities include helping industry leaders navigate UTEP, providing support for collaborative initiatives, and promoting mutually beneficial partnerships that impact the community. Over the years, Tracy has creatively improved programs and processes in the economic development world. This includes structuring CRM systems, designing marketing and data material, building websites, and more. At this moment, Tracy is working to establish the Business Engagement Center at UTEP with guidance from the University’s 2023 Strategic Plan. Outside of her role, Tracy teaches ESOL at UTEP and is a freelance photographer. She received her master’s in Applied Linguistics, and enjoys watching old classic films with her beautiful mother.
