Guaranteed Tuition Plan
The University of Texas at El Paso’s Guaranteed Tuition Plan (GTP) is designed to help students and their families with the financial planning of a college education. Additionally, the GTP provides an incentive for students to earn a degree within 4 years.
Degree-seeking students that are first time entering resident or transfer residents have the option of enrolling in the GTP. UTEP has chosen to implement an option that will lock the designated tuition rate under the GTP for a period of 12 consecutive semesters. The time period begins on the student’s initial enrollment semester.
The GTP rate is higher than traditional tuition and fees rates since it takes into account future tuition rate increases. The GTP includes a rebate at the end of each academic year for those students who meet the eligibility requirements of the program.
At the end of the 12 consecutive semesters, students will be assessed traditional tuition and fees rates for designated tuition for the subsequent term and all successive terms thereafter. The GTP does not extend to graduate studies if a student does not exhaust the 12 consecutive semesters for an undergraduate degree.
Enrollment in the GTP is not automatic. Students must opt in for the GTP prior to the first class day. Students may change their election up until the first day of class. At 12:01 a.m. the election that is reflected on the system will be the election of record. Students who have not made an election will continue to be charged traditional tuition and fees rates and may not opt into the GTP at a future date.

Guaranteed Tuition Plan (GTP) FAQ’s
Who is eligible for the Guaranteed Tuition Plan?
Answer:
First-time incoming resident undergraduate and first-time transfer resident undergraduate students are eligible to enroll in the GTP.
Are there other eligibility requirements for the Guaranteed Tuition Plan?
Answer:
- Must enroll in 15 or more semester credit hours in the initial semester.
- Must successfully complete at least 30 semester credit hours within each academic year.
- Must maintain a least a 2.5 GPA (to be eligible for the rebate program, student must maintain a 3.0 GPA).
Who is not eligible for the Guaranteed Tuition Plan?
Answer:
Not eligible are Non-resident, Graduate or Distance Education students.
How do I make the election for the Guaranteed Tuition Plan?

Prior to the first day of class, call (915) 747-5116, email us at sbs@utep.edu, or visit the SBS office located in the Mike Loya Academic Services Building, Rm 118 to obtain the Guaranteed Tuition Plan Opt-In form. Students who have not made an election will remain on traditional tuition and fees rates and may not opt in at a future date.
How long do Guaranteed Tuition Plan rates remain in place?

UTEP has chosen to implement an option that will lock the designated tuition rate under the GTP. The GTP covers 12 consecutive semesters (within an academic year, there are 3 semesters – Fall, Spring and Summer) and starts with the student’s initial enrollment semester. Consecutive semesters include withdrawn and skipped semesters. Students who leave the University and then return will retain their original GTP rate provided their period has not expired. In the event that the time period has expired, students will be assessed the University’s traditional tuition and fees rates.
How do I opt out of the Guaranteed Tuition Plan?

Students may change their election up until the first day of class; at 12:01 am the election that is reflected on the system will be the election of record.

What happens if my undergraduate level or residency status changes?
Answer:
If your undergraduate level or residency status changes, you will be removed from the GTP and be assessed traditional tuition and fees rates.
What fees are included in the Guaranteed Tuition Plan?
Answer:
Tuition and mandatory fees (state mandated tuition, designated tuition, student services fee, library fee, technology fee, union fee, recreation fee, health center fee, green fee, international education fee and registration fee) are included in the GTP.
What fees are excluded in the Guaranteed Tuition Plan?
Answer:
Distance education fees, field trip fees, study abroad fees, course fees, repeated course fees, excess credit hour fees, parking fees other non-mandatory fees and other nonacademic costs (i.e. room and board, books, supplies, etc.) are not included in the GTP.
Are rebates offered under the Guaranteed Tuition Plan?
Answer:
- $750 if the student completes a minimum of 30 credit hours, maintaining a minimum 3.0 GPA at UTEP.
- $500 if the student completes a minimum of 60 credit hours, maintaining a minimum 3.0 GPA at UTEP.
- $500 if the student completes a minimum of 90 credit hours, maintaining a minimum 3.0 GPA at UTEP.
