What’s new in Research Protections

In an effort to safeguard Texas’ governmental and academic institutions against malign foreign activity, on November 19, 2024, Governor Greg Abbott signed Governor’s Executive Order GA-48.

Texas H.B. 130 is to ensure that medical facilities, research facilities, companies, or non-profit organizations subject to the Act do not provide foreign adversaries with access to the genetic information of residents of the state of Texas. The Act explicitly prohibits the use of genome sequencers or related software produced by or affiliated with foreign adversaries. This includes state-owned enterprises, companies or nonprofits domiciled in foreign adversary countries, or their subsidiaries and affiliates.
