ABOUT IACUC

 

Program:  The activities conducted by and at an institution that have a direct impact on the well-being of animals, including animal and veterinary care, policies and procedures, personnel and program  management and  oversight,  occupational health and safety, IACUC functions, and animal facility design and management ( the Guide ). 

  Federally Mandated Responsibilities of the IACUC

  1. Review UTEP's animal care and ue program for human care and use of animals at least once every six months.
  2. Inspect all animal facilities, including satellite facilities and surgical sites at least once every six months, using the Guide for the Care and Use of Laboratory Animals as basis for evaluation.
  3. Prepare reports of IACUC evaluations and submit them to the Institutional Official (IO).
  4. Review of all concerns involving the care and use of animals at UTEP.
  5. Make recommendations to the IO regarding any aspect of the animal care program.
  6. Review, approve, require modifications in (to secure approval), or withhold approval of animal care and use protocols.
  7. Review, approve, require modifications in (to secure approval), or withhold approval of proposed significant changes of animal care and use protocols. 
  8. Suspend activities involving the use of live vertebrate animals in noncompliance; take corrective action and report actions to the appropriate funding agencies.

The Institutional Animal Care and Use Committee (IACUC) is responsible for overseeing and evaluating the use and care of animals in research, teaching, and testing. 

 1. Appointment of Members

The President of the University of Texas at El Paso assigns responsibility of assigning IACUC members to the Institutional Official (IO). According the the Guide the IO is, "the individual who, as a representative of senior administration, bears ultimate responsibility for the Program and is responsible for the resource planning and ensuring alignment of the Program goals with the institution's mission ( the Guide ). 

 2. Committee Composition

The IACUC committee must consist of at least 5 members. Some memberships need to fulfill specific regulatory requirements while others have unique positions within the committee.

a. Required categories of membership include:
- Veterinarian 
- Practicing scientist
- Non-scientific member
- Non-affiliate member
b. Unique roles in the committee:
- IACUC Chair
- Vice Chair
- Alternate members

 3. IACUC Member Responsibilities

- Ensure that each IACUC submission is reviewed with the highest standard of care according to the federal, state, local and institutional policies and guidelines. 
- Assist the institution in fulfilling its mission in providing research that is conducted in a human and ethical manner.
- Assist the institution in fulfilling responsibilities to the researchers, animals, and regulatory bodies.
- Not disclose any confidential information to non-IACUC members.
- Not disclose or discuss any details of IACUC business to any third party without prior consent.
