Employee Foreign Adversary Gift Reporting

Reporting Offers of Prohibited Foreign Adversary Gifts

Pursuant to Texas Education Code §51B.051(b), institutions of higher education are required to maintain a process for employees to report offers of gifts that are prohibited under state law. Specifically, the law requires institutions to establish a mechanism for reporting gifts offered directly or indirectly by a foreign source associated with a foreign adversary.

If you have been offered, or become aware of, a gift that may fall within these requirements, please report the matter to the UTEP Research Protections Office at foreigninf@utep.edu. Reports will be reviewed to ensure compliance with applicable state and institutional requirements and to support the protection of the University's research enterprise.

Information to Include in Your Report

Please provide, to the extent known:

  • Your name, department, and contact information.
  • The name of the individual, organization, or entity offering the gift.
  • The country of origin and any known affiliation of the individual or entity.
  • A description of the gift, including its estimated value.
  • The date the gift was offered.
  • The circumstances surrounding the offer, including any communications, meetings, or events associated with the offer.
  • Any conditions, expectations, or obligations associated with accepting the gift.
  • Copies of any supporting documentation, such as emails, letters, invitations, contracts, or other relevant materials.

Early reporting helps the University assess potential compliance obligations and provide guidance before any gift is accepted.
