Housing Authority and Residential Subdivisions

Civil engineers play a big part in residential development and in public housing. Utilities, stormwater infrastructure, and street planning are all the responsibility of engineers. For example, Yvonne Conde-Curry reported that Conde Inc. has engineered more than 30,0000 acres of residential and commercial development in El Paso. On the public housing side, in 2004, Rosalba Montes was a project manager for the City of El Paso’s Housing Authority when they demolished 349 aging units in South El Paso and rebuilt 459 units for the Alamito Housing project. Enrique Bustamante, in his ten years as Executive Director for the Housing Authority, oversaw the building of over 3000 low-income, public housing units.

Schools, Skydiving, and Hospitals

What do University Medical Center, Carmax, Top Golf, IFly, and the El Paso Children's Hospital, have in common? All of them were created by UTEP graduates. A wide variety of projects are expected of civil engineers. For instance, the majority of El Paso's K–12 schools were created by two local structural engineering firms, HKN Engineers and Robert Navarro Associates. In addition to hiring UTEP graduates, these businesses also subcontract with smaller businesses that are either owned by or hire civil engineers from UTEP.

CE: What projects in the El Paso area have your worked on?

RN: My role was chief engineer on all the projects our firm, Robert Navarro Associates, managed. We were responsible for the structural design of all these projects and buildings and over the years were fortunate enough to work on many projects. More recently, we worked on the El Paso Chihuahuas baseball park in conjunction with a structural engineering firm in Houston, Walter P. Moore. We worked on the El Paso companies. Over the years, we worked on the design of the structure of Bowie High School, America's High School, East Lake High School, Fabens High School, and a large number of elementary and middle schools. Our firm did the structural design of the original Civic Center and all additions and modifications since. We designed the El Paso County Courthouse, the El Paso City Building, a Municipal Building, which was raised to build a baseball park. We've also designed several churches across the city and did a lot of work and design on all major plants in the last 30 years for the El Paso Water Utility, including the wastewater and water treatment plants.
