"State Property Accounting (SPA) states that at all times Deans, Department Heads, and PI’s must know the location and condition of all property within their inventory."

"The Department Head is responsible for safeguarding UTEP property and may designate a departmental employee to assure that UTEP property is properly maintained and properly controlled."

"Departmental record keeping: Departments must maintain on file the documentation of the last three inventory cycles. This documentation includes, but is not limited to:
- Physical inventory results
- Transfers and cannibalization forms
- Any authorization to remove equipment off campus
- Correspondence with the Inventory Department
