A Grateful Goodbye: Concha Ruiz Retires After 38 Years of Dedication

 

After nearly four decades of extraordinary service to The University of Texas at El Paso (UTEP), Concha Ruiz, administrative associate for the Department of Civil Engineering, has retired. With deep gratitude, affection and admiration, we honor her career and the lasting legacy she leaves behind.

Concha’s journey at UTEP began in 1985 as a student and young employee in the College of Engineering Dean’s Office. At just 18 years old, she stepped into a role that would grow and evolve over the next 38 years. In October of 2009, Civil Engineering Professor Cesar Carrasco, Ph.D., recognized her talent and dedication, welcoming her into the Department of Civil Engineering—a move that marked a defining chapter not only in her career but in the heart of the department itself.

For the past 16 years, Concha has been the steady heartbeat of the civil engineering department. Whether managing complex administrative tasks, calming overwhelmed students, or offering a warm smile to a colleague, she brought humility, kindness and unwavering commitment to everything she did. Her work was never just about processes—it was about people.

To many, Concha has been more than a colleague. She has been a mentor, a friend, and a powerful reminder of the importance of human connection in all that we do.

Among the many highlights of her time in the department, Concha often spoke most fondly on her relationships with students. Before advising responsibilities transitioned to the UTEP Edge Center, she guided hundreds of students each semester through the often-overwhelming process of registration and academic planning. One standout memory involved assisting a soldier stationed in the Maldives with registering for the Construction Engineering and Management program. Despite the time zone difference and logistical challenges, Concha offered the same level of care and attention that became her trademark. To her, it was not just a task—it was a chance to help someone realize a dream.

Concha held a special place in her heart for the construction management program, which was established 10 years ago. She took the program’s success personally and was there every step of the way for students navigating new systems and unfamiliar challenges. Her quiet leadership and commitment to service were essential to the program’s growth and success.

Her devotion extended far beyond official duties. In April 2001, Concha's life changed when her son Daniel was in a serious car accident that led to the amputation of his leg. During that difficult time, she was embraced by the civil engineering faculty and staff, who supported her like family. It was a gesture she has never forgotten. “They were like my second family,” Concha says. “I’ll always carry that with me.”

Now, following a successful recovery from knee surgery and with renewed energy, Concha is looking forward to her next chapter. She plans to spend more time with her family, focus on her well-being, and travel— something she’s dream of for years. She often gazes at the calendar on her desk, filled with images of Prague, and now hopes to turn those pages into memories.

“As my journey at the UTEP Department of Civil Engineering came to an end this May, I want to express my gratitude to all the amazing students, faculty, colleagues, alumni, friends, and family,” Concha shared. “It is time for me to move on to a new chapter in my life. THANK YOU.”

As we say goodbye, we do so not with sadness, but with immense appreciation. Concha Ruiz has given her time, heart and her wisdom to this University, and in doing so, she has helped shape who we are.

From all of us in the Department of Civil Engineering and across the UTEP community—thank you, Concha. Your impact is lasting, your legacy unforgettable, and your presence will always be felt. You will always be cherished and remembered with fond admiration and gratitude.
